The BJP MLA demanded that the ban be implemented in schools across the state so that girls are spared of the ‘lustful gaze of men’.
Singhal wrote that skirts should be replaced by trousers of salwar-kameez, so that the school-going girls’ legs are not exposed.
NCW demands BJP MLA's apology over his 'ban skirts in schools' remark
Defending his demand, Singhal said that “this does not show any Talibani thinking or restriction on girl’s freedom but plain concern for their safety”.
He said that boys were often caught taking pictures of girls without the latter noticing this.
Singhal added that cases of crime against women has been on the rise in Alwar.

I am a UK national & work in a MNC here. So hopefully my "liberal" credentials at least make the "passing marks" Its easier if people understand that discretion is better part of valour. Until such time that all indian males are educated in how to respect women etc - exercising caution is smart not un-progressive its a fact that many girls are not taught how to exercise care when they wear mini-skirts etc and the MLA is talking about school uniform not personal clothing. extremes could also argue school uniform is against personal freedom!! also all ye feminist brigades first choose what topinc you want to comment on if banning skirts as school uniform is not going to reduce rapes (of course it wont there is no connection), wearing skirts is not going to reduce the rapes either. but it may reduce the (few) incidents of peeking perversities esp when no one tells the poor girls to wear stockings with skirts. in your non-school time wear what you like (parents responsible). WIN WIN
mr. banwari lal, why does any body need to wear a skirt to get raped? Don't you see and hear cases of girls-young and old getting raped where they have worn jeans, underwears, salvars and sarees? our ingenious guys are rape specialists. The only treatment for them is bobbitisation and life imprisonment. Unfortunately if they are imprisoned for life, the jail inmates can get raped throught life.
I agree with his comment. In places like Saudi Arabia women cannot go out in mini-skirts.In a country with 130 crore people where around 65 crore are girls it is not possible for the government to have a security for everyone. This is a ridiculous expectation.Just like you close your doors of the house at night, people should have the maturity and the understanding to protect himself and should behave what is best expected out of them in the society.People should know where they are staying and there is a also saying "In Rome behave like a Roman".People's cultural values , tastes and dress differ from country to country and we should dress decently what is acceptable to the society and the locality at large.
The point here is not that people in India don't wear skirts so lets wears change our uniform. The point here the boys in the classroom are perverts who need to be taught a lesson to respect women and her freedom to wear whatever she wants. If we change the dress code of the women, what we are actually saying is That it is understandable for boys to leer at women and it on the women to dress up "appropriately". And these boys when they grow up will not able be able to stand a women who lives/does/dresses they way she wants.
By just criticising some one who shows concerns, one not become a modern and forward thinking. Whats wrong if he is suggesting not to wear skirt? Why even in winter girls should wear mini skirt? Whatever you is correct and whatever other is is wrong? c'mon man dont be hypocrite... Why a trouser cant be uniform? Why a long skirt cant be uniform? THINK......
then y condemn talibanis if that is the case first this restriction then these restriction will be increased day by day...y not punish those men or boys who do such things...
It is this kind of mindset ( 3000 years of ----) which needs to go.It might take 100 years but a beginning must be made. instead of focusing on the real issues look at what these elected so called leaders are saying.
Defending weak men, makes them weaker and a danger to Women and Children. This MLA has no 'Atma' ,might be a robot programmed with hate of women and their freedoms. Such men need 'castration' before becoming a danger to society
In one of the most expensive and prestigious schools in Delhi, even 12th standard students wear a very short mini skirt as uniform even during winter! Obviously, the choice is not of the parents or girls who would have definitely preferred a more convenient dress. While the BJP MLA has no right to say what the girls should wear, the school authorities also should not have the right to treat their students in an indecent manner!
The issue is far more serious than banning an attire. Lack of adequate punishment is what is causing men to behave this way. Let's use the same punishment dished out in Saudi Arabia for such criminals and let's see how many more men want to rape women. They have to be castrated in public with no anesthetic and left for dead.
Charity, the BJP MLA would (hopefully) know, begins at home. He should first ban his daughters or sisters, if he has been blessed with, from wearing skirt at home, because there are menfolk including himself present at his home too. If he has not banned skirts at his home, then how does he ensure that those respectful women beings at his home are not subjected to the same lustful gaze of a brother, uncle, father that his mindset represents? Or is it that the brothers, the fathers, the uncles behave differently at home and outside of home? It is time that people like him change their own shameful and feudal mindsets instead of asking the women in this country to do and live their lives the way they want to which, is their birth right bestowed on them by God and not as a charity from the perverted man.
Ban men from attending schools, ban men from education who do such heinous acts inspite of the fact they are "educated", "responsible citizens" of the country!!
After reading this article, I have heard his speech in a video; I felt that it was the voice of a concerned citizen who is trying to do his part. Whats wrong in giving a suggestion? Yes, I agree that his solution will not stop all rapes, but there is no one solution that fits for all types of rapes. Seriously, why do 5yr old girls need to wear mini skirts to school? It is not a matter of whether these girls want to wear or not, but it is the schools that are mandating such dresses. This is a situation where the girls are being forced by schools to wear mini skirts... whats wrong in telling the schools to change their attitudes... he is not Taliban... this NCW is the taliban here in India. These "women representatives" should first change their attitude in order to stop/reduce rape...
Not only he, but you are also a Taliban. You revealed your identity by your feudal views and mindset. it is you who should be wearing 8 inch thick steel plate on your eyes. In fact, the way your perverted mind is set, you need to cover your eyes even at your home!
Another male who thinks imposing more restrictions on girls will solve anything. Is this what boys in our country are taught from young. They can have whatever they want ? It is their right. Ban the zips on their pants for heaven sake.
When a dog get rabies, we don't tell all the people not to come out because the dog might attack. We kill the dog or restrict it by impounding. So stop giving useless comments for defending the sick mentality of some guys.
IE trying to direct the current outrage towards BJP. Those were the opinion of just one MLA sitting in the Opposition.
Why can't BJP suggest Burquas for everything that is female? They never want to reform our thinking.
Concern for safety of women is more due to highly insensitive, male-dominated police force of this country and our 'goog for mocking' laws. If the erstwhile DGP of a state can molest a young girl and get away with it, then what can be expected of the lower rungs. In the absence of sensitised police force and fair investigations, even the law of death sentence for such a crime will just remain on papers or will surely be misused. POLICING NEEDS TO CHANGE before LAWS ARE MADE STRINGENT
Film industries are equally responsible for ill mentality of today's youth. Just imagine what effect does the movies like "Jism", "Murder" on a growing child. Regret that no one has ever protested to avoid such unacceptable stuffs in Bolywood
I don't believe this. People still think it is the problem of the girls and boys have no part to play. There is a long way to go before India becomes safe for women.
I am a Software Engineer working in an MNC and am definitely not conservative in my outlook. I often happen to overhear lewd comments of the men folk in my company about ladies who tend to wear "modern" dresses or anything on that side. I know most of such men folk are very much married, have a family and also have sisters. Still they engage in this so called "time-pass" activity during lunch or tea/coffee breaks. Ladies who regularly come in traditional / conservative wears are mostly not objects of their interest. In this light, are we (especially those modern-dressed ladies) not being plain stupid in expecting the men-folk to mend their ways rather than simply avoiding a provocation? Modernity or Stoneage, men are men and it is only prudent that the ladies avoid any blatant / glaring provocation. Hence I very much support the view of this BJP MLA and other unpopular persons. Let me also stress that I am in no way justifying assault (of any degree) on a lady's chastity!
Why not punish every rapist Why not curb males slaughter on females Why not teach lessons to males Why putting a curb on female actions and clothes. And banning skirts will not reduce the rape-victims. When a person makes mistakes, he should be punished, not victim more victimized.
sir then how u r going to protect the girls living in villages who are always fully covered but still victim of such shameless offence due to ill mentality of men.....?????????????????
and how does a 3 year old avoid the 'lustful gaze of men' coz in our country girls and women ranging from age of 3 months to 62 yrs have been raped!!!!probably we should just lock them at home ohh but wait there have been cases of rape and molestations by uncles and realtives too!! we should just kill them before they r born but damn it we r already doing that!! Mr. banwari lal singhal itz because of people like u that women r raped, beaten and left half naked on the road to die !!! itz high time u start blinding the men who look at women with lust!!!
I think Skirts and must be baned in school and colleges. it is western culture.what is we want to show? To whom?.salwar kameez is the best option like UAE
Ishav, tell me how banning skirts will save lustful eye of the men who rape 3 yrs small girl. why dont you consider improving ppl is much betr approach thn banning skirts. If banning skirts is one approach then another one banning girls out of home.
In an experiment conducted to study behaviour in snakes scientists covered the body of a female snake entirely with cloth. To everybody's surprise no male snake showed interest in that female snake although the female snake is very young and physically healthy and the female snake died of mental illness at very young age.
