Hyderabad As the outrage over the Delhi gangrape incident continued, the chief of Andhra Pradesh unit of Congress today courted controversy over his remark that women should not "roam" the streets in the night just because India got Independence at midnight.

"Do we roam in streets at midnight as we got Independence at midnight? It would have been better if the girl did not travel by a private bus at that time," the AP Congress Committee President Botsa Satyanarayana told reporters here.

However, realising the possible fallout of his remarks, Satyanarayana, who is also the state Transport Minister, hastily re-convened a press conference and retracted his words.

"As a father myself, I only tried to express my anguish," he clarified.

"What happened was very unfortunate and I strongly condemn it," he said, referring to the horrific gang-rape incident that has numbed the nation.

He also expressed his regret for having hurt the feelings of women and said the government should ensure safety and security of all.

The gang-rape of a 23-year-old physiotherapy student in a moving bus in South Delhi on the night of December 16 has triggered protests across the country with New Delhi being the epicentre of the demonstrations.

Delhi gang rape by C.lakshmi on 27 Dec 2012

I am quite confused about the condition of the victim.Initially doctors reported her condition to be very critical. They claimed that she was alert and was able to communicate through facial expressions.Yesterday the doctors reported that she was communiciating through gestures. But in the meantime the various news bulletins reported about the cotroversy relating to the recoding of her statement before a magistrate.I wonder how it happenned.

Rapes in Delhi by Jaydee on 27 Dec 2012

I left a country I loved in 1970 for Australia.Did return many times because of family, In the 1960's there was a lot of eve teasing by well to do young goondas in the south, but never to this degree of assaulting women, and the public were always on the women's side and would abuse and shame the men if the female/s showed embarrassment.India has advanced so much but what is wrong with these vagabonds are they growing extra genitals in their brain box!? Are they on viagra? In the western cultures they do have rapes, but it is addressed and the culprits are punished, and it is more often some psycho goons, these are not psycho men but a lecherous lot of idiots backed up by policemen who come from villages without an iota of human decency. We are in 2013, and women should not be caged at midnight because some idiot congressman or police chief says so with their retarded thinking and mind set.Are women to stop? joining the police force, and military services amongst other professions

Many blacksheep politicians by Varadhan on 26 Dec 2012

With so many rogue politicians across all party lines including Useless Politicians Alliance (UPA)you can expect such baseless remarks. Why can't the politicians take this opportunity, have the will to kick out all the corrupt politicians from their party - have a political reform -(instead of making the "WILL" (property amassed 1000 manifold to their annual income) in their children's names or relatives/friends names (benami property)which nobody not even the Income tax , Enforcement Directorate can catch (CBI itself also has become the political party's puppet). Who will bell these cats (sorry, corrupt RATS)

Italian Mafia goons. by Utham on 25 Dec 2012

Sathyanarayana, you don't have to be sorry or feel bad for your remarks. All you did is, showing off the actual congress culture of "couldn't careless" attitude towards any disater that heppens in India. This has been happening ever since that Italian bar women started ruling Indians because of back bone Indians like you.

Delhi Gangrape-Response of Andhra Cong Minister by L.T.Sippy on 25 Dec 2012

Why blame one Minister who just thinks of freedom at Midnight only after a Rape takes place. At least poor fellow remembers our freedom. What Did Delhi Police Commissioner say immediately after Gangrape. Women should avoid going out at night and he advised that they carry red chilli powder so that all his Policemen guard three daughters each of PM and so many of his close confidants who have confessed to have at least three daughters. You know now why recommendations of those who want to debar Politicians to hold seats of power with more than two children are being opposed tooth and nail. A day is not far off when these worthies will advise women to change their sex to avoid rapes... at least at the same time when we attained freedom.

CONgrace's style by Hamendra on 25 Dec 2012

It woun't be any exaggeration if I call it the typical CONgrace style. This is the state of New Delhi where Congress is ruling for 15 years!! and a CONgrace leader in Andhra is audacious enough to pollute the rest of the country with him filthy mind.. only goes to show what they need - a real hard kick, where it pains the most! Such heartless and mindless clowns should be themselves paraded with a "kala-muh"

Midnight at 9:00 p.m.?? by Ridhi on 25 Dec 2012

Okay... so the new midnight starts at 9:00 p.m. now for women... very sensible!! With this attitude, there soon will be a time when it will be best for women not to leave their houses for anything - education, work, fun, anything at all... more than the incident, or at least equally, it's the attitude of people in my country that makes me sad.

rape by sm on 25 Dec 2012

might as well make it mendotary to where BURKHA,& recrut TALABAN TO ENFORSE NEW LAW &&& RENAME congress as INDIAN TALABAN BACKWARD PARTY.

Shame on such politicians by Rocky on 25 Dec 2012

Due to these types of insensitive and idiotic thinking politicians we are suffering in hell, otherwise what is lacking that we are still a developing country. Moreover, these politicians are so shameless that they don't even care even if the crime is increasing day by day. Shame on these politicians and to the party who give them tickets to fight elections

He is not at all wrong! by AK Giri on 25 Dec 2012

What the Andhra minister has said is a reality. Only by following western trends if anyone thinks that India is going to be a safer place then better he/ she should open his/ her eyes and see the reality. Rapes happen in most developed nations also, can anyone guarantee its not going to happen after we make harsher laws? Even today the development is a keep of hardly 20% population, so what should rest 80% do? If you walk naked on the streets you are only waking the animal instinct in the ppl who don't have so called 'civilised' means to satisfy their needs. And again it is these 'civilised' ppl who make the rules that make the poor more poorer and them more richer. So it is not politicians or the ministers or the hooligans at Rajpath who can change India, it has to be us, our socity, our thinking and the sense of responsibility that can only change it. Teach your children the values not the ministers, nor the police.

Not all wrong/I don't think so by Blanche on 25 Dec 2012

Rapes happen even in Australia, because there are criminals in every society. The difference is that rapists here know they will be punished, and excuses ( whether the victim was naked or intoxicated or whatever) are not made. Rape is a crime and that is where the story ends and should end no matter what the geographical location is.

congress is full of goons by inder on 25 Dec 2012

it is high time people realis that congress stands for corruption and gundaism no one from congress has come forward to say anything sensible.

Wake up Satyanarayana by Blanche Inbakaran on 25 Dec 2012

This seems to be the accepted order of progression according to Mr Satyanarayana. If a woman is out late it is expected that she gets raped, if strong locks are not put on doors it is expected that they will be broken into, if a weak/sick man goes out it is expected that he will be beaten up and robbed by a bully. And I can tell you that if disgusting people like him are in positions of power, there is absolutely no hope for the country.

A politician unqualified - classic example by Paul on 25 Dec 2012

Politics is the only industry, that requires no qualification. Today money, power, wealth and political influence does not mean they are qualified. KNOWLEDGE, SKILL AND ATTITUDE is the most important parameter to find whether a person is qualified. His remarks exposed that he is not qualified to be a member of the Legislative assembly, but he is a state minister without knowledge, skill and attitude on the welfare of the people and to handle sensitive issues. He was outrageous by his remarks. Such people should at least learn to keep their mouth shut when they do not know their competence. Let them not add fuel to fire, or try to gain political mileage out of an outrageous, shameful, dastardly incident such as gangerape.

IMMATURE POLITICAL LEADER by rajamani on 25 Dec 2012

It is surprising how immature this Andhra political leader is.It is far better to keep one's mouth shut than utter such words. Wonder how many such politicians are there with such ideas...

True Independence by Anantharaman on 25 Dec 2012

India can claim it is truly independent only when the women in India can move about freely anytime of the day without fear of assault of any kind whether for valuables being worn by them or their very person. Main reason for repeated occurrence of crime against women is the rampant corruption in the system which has defeated the law enforcing function. Our Police system is not effective to prevent crimes because the priorities set for them by the corrupt politicians is only towards personal gains. Governments have found it convenient to leave it as it is because of their need to have corrupt politicians to generate illgotten wealth and use it to create vote banks.

Uneducated politicians voted in by uneducated Indians by SN on 25 Dec 2012

We bring it upon ourselves. An uneducated Prime Minister (not because he is a PhD) but because he does not know how to change things - if he were a manager somewhere he would have been sacked by now. A bunch of other uneducated politicians like our home minister and this chief of Andhra Pradesh unit of Congress. We Indians need to decide we need change and move these politicians out!

Andhra Leader's comment by Sudha A S on 25 Dec 2012

well, the "anguished fathers" comment is really heart-rending. Why not ban girls from stepping out of their homes after sunset? And who is going to protect them from their fathers and siblings?

Delhi by Suresh on 25 Dec 2012

Please dismiss him for the sake of at least manmohans address to the nation. S

What an irony! by Murali MN on 25 Dec 2012

It is really unfortunate that this utterly insensitive and idiotic individual is treated as a fitting member of a civilized society.

Callous Congress leader by Jitendra on 25 Dec 2012

Whole party is being run by an Italian who is least interested in India. She is justs wants to plunder and make her retarted son PM. Congi clowns are just trying to outdo each other to pleasing mafioso. We know they they are corrupt, criminals, out of touch and shameless creatures. We are responsible for all this because we elect them. Fast track Narendra Modi elevation to PM. Otherwise wait for worse to come from these congi traitors.

SACK THIS MORON by Ajay K on 25 Dec 2012

TOI should be congratulated for bringing out this story: This unmasks this minister & congress office bearer, who is shows congress, Soniaji & Priyankiji in such poor light. Sack him if you show any respect to women in this country.

shamless twit by nainika on 25 Dec 2012

What a shameless twit ... It was early in the evening ... Women come back from offices this time ...many are out about their work .. What the hell is wrong with him such a stupid statement .. So basically women should not roam about at midnight just coz we got independence at midnight but men can rape coz we got independence at midnight ... See how lame that sounds - shameless insensitive jerks.. Anguished father.when hell freezes over .. !

None by Ravi on 25 Dec 2012

The minister should now resign !

Such a p.i.g by raghu on 25 Dec 2012

what else can you expect from this sort of p.i.g. If anybody knows about this f o o l closely, matches to one of those 6 demons in the bus if not in present position by chance!!! God knows how many he already did this sort of things in the past.

Sack the minister by Ramesh on 25 Dec 2012

Lot of our politicians are either plain morons, goonday or illiterates. So I am not surprised by this guy's insensitive remarks. Indians have been cursed of being lead by these incompetent & insensitive politicians since 1947. No wonder the country is in a complete disarray with no safety for the women, and for that matter any citizen!

Last safe time for women by Wombat on 25 Dec 2012

Women you must get off the buses one minute to midnight or Botsa Satyanarayana will rape you!

A rogue named Botsa by RK on 25 Dec 2012

Is this rogue our minister? Shame on the congress party. Take the rod the accused used and shove it into this idiot mouth and it should come out from the bottom and replace his intestines.
