New Delhi Issuing a fresh appeal for peace, Prime Minister Manmohan Singh today said government will look into delay in response in the gangrape case as also all aspects concerning the security of women while asking people to desist from violence.

In a televised address, Singh said he and his family join in the concern for the 23-year-old victim, who was gangraped and brutally assaulted in a moving bus in south Delhi on December 16 night.

"As a father of three daughters myself, I feel as strongly about this as each one of you. My wife, my family and I are all joined in our concern for the young woman who was the victim of this heinous crime."

He said the government was constantly monitoring her medical condition.

His statement came as protests, which turned violent yesterday, continued for the seventh day today.

Emphasising that anger at this crime is "justified", Singh said, "but violence will serve no purpose."

Singh noted that Home Minister Sushil Kumar Shinde has already spoken about the steps being taken to address issues regarding safety of women in the country.

"We will examine into delay not only the responses to this terrible crime but also all aspects concerning the safety and security of women," he said.

Singh broke his silence on the issue last night when he issued a similar statement saying public anger is "genuine" and "justified".

Singh had also expressed sadness over the turn of events that led to clashes between the angry protesters and the police and appealed for peace and calm.

Gang-rape: BJP takes on UPA, says 'PM's message was disappointing'

The Bharatiya Janata Party (BJP) on Monday lashed out at Prime Minister Dr. Manmohan Singh over his televised address to the nation following violent protests demanding justice for the 23-year-old gang-rape victim, saying the latter's speech was disappointing.

BJP spokesperson Prakash Javadekar said Dr. Singh failed to give any promise or reassure the country about the steps being taken by the Congress-led UPA II Government at the Centre.

"The Prime Minister's message was disappointing. First he did not speak a word when the whole nation is agitated for the last one week, now he has said it. But he did not give any promise or he could not reassure the country that the government is taking certain steps," said Javadekar.

"There are two demands, which are coming from the people, one there has to be a time-bound solution and there has to be more stringent laws," he added.

Javadekar said the Leader of Opposition in Lok Sabha, Sushma Swaraj, and the BJP has given suggestions to the ruling UPA Government to convene a Special Session of Parliament and hold an all-party meeting to discus the contentious issue and come up with a solution in the interests of the nation.

"Sushma Swaraj and the BJP, has given real suggestions, very positive suggestions that there should be one week Special Parliament Session and there should be all-party meeting. The government should have lapped these two good suggestions. Instead of accepting it, they are rejecting it as if this is something against the government," said Javadekar.

"This is to reassure the nation that here is a Parliament, here is a democracy which is working and which will discuss the whole law and order situation, how make a law work because in India it is not the absence of laws in many cases, which is the matter of concern. The matter of concern is that there is no implementation of the laws passed and that is the concern, anguish of the people. And that is why we need to reassure the country through these two measures," he added.

BJP leader Sushma Swaraj had earlier on Saturday urged the Prime Minister to convene a Special Session of Parliament for amending the existing law to provide death sentence for heinous crimes against women.

"I have just spoken to Prime Minister. I requested Prime Minister for a special session of Parliament to frame a law to provide for exemplary punishment for crimes against women," she tweeted.

The condition of the 23-year-old girl, who is presently being treated at the Safdarjung Hospital here, continues to be critical.

what a silly statement by A honest opinion on 24 Dec 2012

The Prime Minister's statement - "government will look into delay in response in the gangrape case" is silly and funny. Who will look into the delay in response from the Prime Minister, Mr.Prime Minister...

Delhi police is corrupt by Ind on 24 Dec 2012

Delhi police is completely corrupt and is hand in gloves with criminals. The fact that the culprits were caught within 24 hours shows that Delhi police was completely aware of the crime and did nothing to prevent it.

Insensitive System by Veliyam Sasi on 24 Dec 2012

There is no difference between Ram Singh and Co. and the Ruling Class here. Whoever protests gets brutalized. The girl protested and got brutally outraged,Similarly, the protesting crowds got thrashed. Why the government cannot ensure speedy justice to its citizens. Why a time frame cannot be fixed. Why cases get delayed in courts for decades. Rs 25,000 crores fighter plane deal is going to be signed with Russian President. Can%u2019t the Government spend a miniscule fraction of this amount for setting up Forensic Labs in the country for speedy test reports? It seems the Govt is interested in big arms deals only. Everybody is out there for a killing and what is in it for me attitude. The entire judicial system needs revamping to deliver justice on a time bound manner. This attitude must end and everything should have a time frame/expiry date. Justice delayed is justice denied.

For people who think that they can get away with 2 or 3 years of jail, you cannot use civilized methods as deterrent. There must be 100% deterrence by live roasting of their bodies, bit by bit, including their sex until death ensues. Hanging for rape, and worse still gangrape, is showing too much mercy. It serves no purpose. The misdeeds that are maiming Indian women is against Dharma. There are methods in the Holy Scriptures to stop that once for all. You should not be afraid to show extremes views in such cases. For my part, I am glad to be an extremist in such cases.

Politics! by Ramanasree on 24 Dec 2012

This is an unfortunate nationalshame and is nobar to any place or state irrespective of which party is ruling there. But BJP being a responsible opposition party has to help to ease the situation by behaving responsibly. The party leader also has to go on TV and appeal for calm down at this moment with an assurance to the people that it will work with the government to address the issue. But it is not doing so and will not do so; because it is of no use to it politically. It wants to en cash the situation by adding fuel to the fire. If it were another democratic country, all the political parties come on to a common platform and assure the people that they are with thepeople. That is the need of the hour. It recollects me the statement of ex PM of England during our independence time, whether these rascals can rule themselves. We are proving it in all fronts. There is no nation belongingness with any political party. Shame to the rubbish and ridiculous politics of the nation!

Plitical oppertunism by Benny George on 24 Dec 2012

Political paties trying to cash on the oportunity for thier benefit by using antisocial elements for rioting in Delhi. The so called political leaders like Arvind Kejriwal and Baba Ramdev reached in no time for using this situation for their political growth. Peace loving proterstersassembled in Delhifor a noble cause should understand this and should not allow these hooligans to be a part of thier show of solisarity with the rape victim.

Current State Of Delhi--I and my wife are the victims by Pankaj Jain on 24 Dec 2012

I don't understand the fact that why are we following the British laid constitution when it's not able tp protect our Indian girls and women. THis is because of this our Police have nobody to be answered to, why? recently in the previous 1 year, I have seen mass hiring in Police, u can't imagine where there was only 1 Policeman was to be seen seldom now u can trace down more that 5 policemen there even then our girls are not safe....Bull Shit. the first and the foremost thing that we should be doing is to take care of the amendments in Police department and everyone should beanswerable for any crime. I have seen so many instances from my eyes while returning to my home on this very Mahipalpur road as to how around 25 policemen pound over the Trucks and get their pockets filled, if Police commissioner wants I can give them the videos shot by myself ith date and time even. They have this much of time to get their pockets filled and they know when and where that truck will come.

strong laws to prevent rape by Indian on 24 Dec 2012

MR. ADVANI YEARS BEFORE CALLED FOR STRINGENT PUNISHMENT TO RAPISTS. MANY PEOPLE OPPOSED IT. CONGRESS IGNORED IT. EVEN THOSE WHO ARE ON THE STREETS WITH PROTESTERS HAVE PROTESTED AGAINST HIS PROPOSAL. MANMOHAN TAKES EVERYTHING LIGHTLY AND HIS ONLY AIM IS TO SERVE HIS MASTERS-CONGRESS BOSSES.

Prime Minister has even fewer words to say than the rape victim in ICU by Mithelesh on 24 Dec 2012

The Prime Minister of India was so late in responding the people of India. He its seems has even fewer words to say for the first three days of protests than ever the rape victim in the ICU.

Poorly Managed by Sampat on 24 Dec 2012

The Govt was inept in handling the situation. The HM politicised the issue on TV channels. They are unable to understand the anguish of the youngsters and have treated this like any other protest. Human touch by those in power was completely lacking.

Delhi Gangrape by umakapil on 24 Dec 2012

The Gangrape episode in Delhi is indeed lamentable. It should not have happened. But is dismaying to see that people's attitude and perceptions appears to have changed a lot these days. Some two days back it happened in Tripura where a yong girl was raped by seven persons and was tied to the tree. Then again yesterday, it happened in Meghalaya where a minor was raped by 15 persons. Also, in Panna,MP a minor was raped by scores of persons.Yet in another shameless incident, a minor was raped and her video has been put on the Web.Such incidents were never there in Indian Society but in abudence now. From where & how is this sparking emanating? It appears that lunacy of rape is spreading at so many places not in Delhi only. This change in our attitude has produced this sparking. Therefore, the change in attitude is imperative and required to be changed. That will be the correct solutions to the crux of this problem.

Delhi Police has used violence by Ranita on 24 Dec 2012

I am surprised by the PMs remark.Did he watch TV in the last two days? Who bloodied the innocent protesters by using excessive force on the unarmed protestors? Even the media persons had to face water canons. Has Emergency been declared by the govt or what? No sensible Govt would let their citizens be treated like this.

ALL POLITICIANS SHUT UP and listen to the people of india by conscience on 24 Dec 2012

country under fear by ashok on 24 Dec 2012

Our country facts: Still it%u2019s feeling like we are 70 years back before freedom. Look at current government statements and actions. There is no unity as a human being to fight ourselves. It seems we are waiting for more accident to come. This is not a problem treat this as a disease. And need to get well soon. Still we feel we are different identity. Specially our politician. We go to street when we seek votes. Why not now when need to solve the problem which public have. We still get arrested immediately, if we write/speak against politician. Most of us still under fear. Solution: Sleeping country people need to awake, watch TV, read newspapers support as much as you can. Special appeal to ministers within the government as well as outside. Speak up! Come to Delhi join us. Need to come forward by leaders like Narender Modi and Lalu Prasad Yadav instead of statement game from home. There should be a LAW to bypass the Government when Government is not intended to take action.
