New Delhi The Delhi government on Monday announced financial aid of Rs 15 lakh and a job to the family of the 23-year-old gangrape victim who died two days ago.

The decisions were taken at a Cabinet meeting presided over by Chief Minister Sheila Dikshit.

“Keeping in view the extreme exceptional circumstances and barbaric nature of the crime, the Cabinet decided to sanction an amount of 15 lakh to the surviving members of the victim. The decision has been taken by effecting relaxation in rules,” a statement issued by Chief Minister's Office said.

The Cabinet also decided to offer a government job to one member of the family. It also observed a two-minute silence in memory of the victim.

The physiotherapy student was brutally gangraped and assaulted on a moving bus in south Delhi on December 16. She breathed her last in a Singapore hospital on Saturday morning, three days after she was flown there by an air ambulance. Her mortal remains were cremated here yesterday.

The brutal assault on the girl has evoked widespread protests and demonstrations across the country and candlelight vigils have been held in Delhi and many cities across India demanding justice for the victim.

Officials said the Cabinet also discussed the issue of the growing sense of insecurity in the city following the incident and decided to implement a number of measures like installation of GPS devices in autos and buses as soon as possible.

The Cabinet also deliberated on the broad contours of the publicity campaign to be launched by the government as part of gender sensitisation programme.

The 23-year-old victim, who hails from Ballia district in UP, died at a hospital in Singapore on Saturday.

The CM had earlier announced a job and financial assistance of Rupees 5 lakh to the family of the victim.

The government has also decided to set up a national level sports university in Aligarh district, the spokesman said.

dishonour to victim by BIMAL CHANDRA JHA on 31 Dec 2012

Sir, This is the greatest dishonour to the victim who was not only gang raped but brutalized to death. A sum of Rupees 15 lakh or more will not lessen the crime perpetrated on the victim. In fact, this is the greatest insult to her soul. If the government is actually worried and does not want to get repeated such sort of incident in future it must strengthen its system fully operative. In other words , policing and judicial system must be sound. I fail to appreciate that when a number of laws are enacted and population is also increasing why don't the system feel that it need a responsible and quick judicial system to dispose of the pending cases and which is possible only by increasing a good number of courts and appointing judicial officers. Yours faithfully; BIMAL CHANDRA JHA Samanpuras Road, Patna

Worst disaster for the country by heena on 31 Dec 2012

Instead of blaming the law, first and formost thing is the failure of governance after congress took the helm of affairs at the centre. They run the govt at whims and fancy. All scam, misleading statements, wronged economy, note to vote scams, and they behave like east India companies.

Hon'ble Supreme Court should intervene!!! by R Chandran on 31 Dec 2012

Mere lip service by the politicians cannot solve the problem. We see the bad state of affairs of Indian Politics. It seems, our politicians have already gone far away from the citizen. The relationship between politicians and citizen have broken. The gap between the present day politics and political activities frightening distance in India. Our future is in danger. The law making house has completely forgotten its citizen. The constitutional powers entrusted on political leaders have either misguided or misused by the present leaders who have themselves divided into groups and societies and makes our democracy as a laughing stock to the world. We need administrative and political reforms, police and judiciary reforms, fast track trial courts for the crimes against women and children, heinous other crimes which is needed to be tried and ensure the convictions after its final verdict within a stipulated time frame manner.Supreme Court should ask Govt. to awake, enact such laws immediately.

is the government compensating the family or is it trying to compensate itself from the insult by Neha on 31 Dec 2012

if the government actually wants to compensate the family, it should ensure that not another soul is victimized by this henious crime and the accused persons' in this case as well as all other cases pending all over the nation are death with within a reasonable time frame, which should not exceed a year. If the government is humane enough to understand the grief it should compensate the entire women race in the nation by stringent action in this as well as all other pending cases, instead of bribing the family, with something which is absolutely inconsistent with the loss suffered by the family.

shame by prasath on 31 Dec 2012

shelila dikshit encouraging rapist by saying you rape women, we will compensate, shame.bring tough laws not money. you cant give life of the girl with money but you can save other girls by tougher punishments.

The Price of Woman ? 15 lakhs and a Job by ashok on 31 Dec 2012

It is this type of cheap stunt by the CM of Delhi after all she is going to pay from the tax payers and not from her pocket. If she has any sense of guilt she should have quit the post . Today who is bothered about any remarks or protests. Lets rule come what may. she is only power cray lady

Why Government Pays? by A Patel on 31 Dec 2012

Government has no business in paying victims for crimes committed by others. The paying should be done by perpetrators. The bus owner for employing criminals and criminals themselves should pay.

The only true compensation.... by Logan on 31 Dec 2012

The only true compensation is police reforms recommended by the Supreme court. Give us that! Independence in police operations, Independence from the politicians with respect to transfers and postings, fixed terms for senior police positions, etc. You cant hoodwink us anymore. We know what permanent reforms mean. We know what will really fix such problems. Your 'bribes' wont do it anymore. We the people should press for such (already recommended) reforms to be implemented till they (the ruling class) relent.

Publc money by srikant on 31 Dec 2012

Delhi government is not earning anything it is the public money which is used for public. If Delhi govt have deducted the salary of their politician then it can be said that sheila Dixit had done at least something.Chief Minister Sheila Dikshit and her politician friends should think about hundred of hundred protester in jantar mantar who are their when you sleep at night protesting 24 hours.

Mr. by Thampy on 31 Dec 2012

I hope that the compensation package does not end up with the involvement of corrupted bureaucratic system and politicians and the victims family is asked to pay commission or bribe to get it?

Wrong direction by NH on 31 Dec 2012

Looks like government is not in touch with the core problem. While ex-gratia compensation MAY provide financial help the victim's kin, what about the emotional trauma? Not to forget the fact that this crime was preventable, if laws were strict and fast enough. Also the government machinery needs to be sensitised towards dealing with such issues. Eyewashes like a female constable in every police station or the battle to lodge FIR or the medical examination (which by the way is more like give a character certificate) are equally humiliating to the victim. The government is still groping (pun intended) with these issue.

nothing worthy done! by mona on 31 Dec 2012

so the govt has started next melodrama n cosmetic surgery of the case rather than taking some strong steps to curb criminals n timely justice

Setting an example by Bharathwajan TS on 31 Dec 2012

Protests and govt. promises on the one hand, this is not an isolated incident. The purpose of punishment must be to deter further crimes (on those lines) being committed. As they continue, the purpose has failed. The politicians and administration are really not bothered except saving their seats. This is in essence a break down of law and order! If a commoner assaults one of the rape accused/under-trials and cause greviuous injury, how would it be handled? If one the accused was a VIP's family member, how would this have been dealt with? This is all a farce. Over time, as in the past, media forgets and the commoner continues to suffer. I am ashamed of being an Indian. This is the land where the likes of Lord Buddha lived and set benchmarks on exemplary ethics. Calling them animals is humiliating animals, as animals don't kill for fun.

Open letter to Sheila Dikshit - Government is every bit responsible by jayashree sundararajan on 31 Dec 2012

the central and delhi government ,delhi police should be taken to court answerable to law every bit as the other accused and the court can decide on fair compensation for the gross negligence of safety to the general public. Shame on them to offer a sum for the brutalities suffered by this child , and worse making it public knowledge. Hiding behind money , cashing in on the poor that is what our politicians do to ignore their blatant negligence of duties. Dont throw tax payers money in name of compensation - show you care by dispensing your duty as an elected official . we are not asking you to go above and beyong - just do your job honestly .

Method of closing case by Rammanohar on 31 Dec 2012

By offering job to family member, the case should not be close. Every indian women must be given best security in the world for their safety. The responsible person must be hang to death.

Cash Compensation and Job Offer to Braveheart's Kin by Kavin Rao on 31 Dec 2012

I will applaud this if the government offers this to all women who are victims of dastardly crimes like rape or their kin. Otherwise, it looks like nothing more than a ploy to gain political mileage by Ms. Sheila Dikshit.

Thundering Silence by Nakkeeran on 31 Dec 2012

Why are the cleverest Ministers with Manmohan like Kapil Sibal and P Chidambaram so silent ???

Not fair by A shameful Indian on 31 Dec 2012

I can's understand this logic of compensation. This will go out of Tax payer money?. If Government think that it was there fault, they should find out the person responsible. Be it Prime Minister, Home Minister, Delhi's Chief minister, Delhi Police chief of their official. The compensation should come out of their pocket, not from the Tax Payer's money. Once the people in high post know that they will bear the cost of compensation, perhaps, they will do their duty more seriously. If government money is being spent on compensation, why the responsible administrator will have any effect. On the Contrary, those distributing the money, will have opportunity to pocket their share out of it.

Whether it will remain only a promise by R.Ramachandran on 31 Dec 2012

Whether the announcement will remain only a promise or will be immediately acted upon, or the victim's family have to fall prey to the red-tape/formalities/bribery etc.

Stop Manufacturing News by K.A.R.Reddy on 31 Dec 2012

What should the government do? Should it wail day and night and fight the law and order problem of undemocratic crowds on roads. Offering compensation is an act of consoling the bereaved that there is a whole world to care after them. An act of issuing ex gratia is no sign of fast closure. How can a newspaper like IE comment like this on a matter which is subjudice. If media tells what governments should do what is the fun of electing a government? The issue needs to be dealt in way of strengthening the institutions and not overthrowing them. I request the media to observe restraint and give constructive criticism and not provoke the crowds to demolish the edifice of democracy.

Completely second your views Mr. Reddy.

reply by mbs on 31 Dec 2012

Mr. Reddy what Govt has done so for? In a democracy PEOPELS WILL should prevail. Has it happened? When parliament can enhance their own salaries in 3 days, why did not they are not even giving 3 hours to this most important issue. If press did not pick up the Delhi Brutal case nothing would have happened so for.Any democratically elected Govt should do what majority of people want and not what they think is right. These protests are spontaneous and they don't need any provocations.

Manufacturing news by subroto on 31 Dec 2012

Wow Mr. Reddy....I like that you still believe the system..have you seen a statement which gives a gurantee from anyone that this was last time? No. This is price for your life for state failure. Normally its 3 lakhs to 5 lakhs. This time it was bit higher due to sensitivity. Indian democrasy is failure. Eat it.
