“This was one of the suggestions that came up during our discussions with protesters. We are thinking of creating a database of names, addresses and photographs of people who have been involved in rapes and other sexual crimes. It should be ready soon,” Minister of State for Home R P N Singh said.
The National Crime Records Bureau has been asked to compile the database, which will be shared with all relevant agencies. Besides alerting women, the idea is to shame the convicts and prevent them from getting employment in places where they have to interact with women or children.
Singh said the home ministry was also considering whether habitual sexual offenders can be included in the list even if they have not been convicted. All the state governments will be asked to create similar databases so that a comprehensive list is available in the public domain.

Dear Abhijit, Just because your 'baba' is 'esteemed' person doesn't entitle you to INSULT the women kind. We people doesn't give a damn what your "THINKING' is. Give us the names of your 'guru' who taught you such junk. Go to jungle and meditate.
This iwill be the biggest joke on humanity- especially on women ! Will not be indirect confesion by govt of it's failure ? What is the purpose of such exercise ? Will govt put N D Tiwari 's name to head the list ? In my opinion such fruitless exercise will serve no purpose but expose the timidity of govt in acting sternly even in case of heinous crimes as RAPE !,
Given the skewed men to women ratio in the northern India, making prostitution legal is one way to let people calm their desires. This problem is going to get worse by the day as technology is making it even easier to eliminate girl child.
To start with let the Govt. reveal the names with photos of all those politicians who are charged with rape and continue to enjoy the tax payers money. Our selfish politicians know how best to cheat the public by making promises that are never fulfilled.Hope this will not be another gimmick!
At best, this is a lip service to the victims. Rape must be treated as act of 'Terrorism on a Woman' and therefore dealt with the same ferocity as meted out to Kasab. Cultural cruelty to Women has a subtle acceptance of the society. Meaningless pronouncements a waste of time. Statutory rebuttal of the Law is an imperative.
