Haryana CM Hooda says IAS transfer not punishment but prerogative of state government

New Delhi Haryana Chief Minister Bhupinder Singh Hooda on Tuesday refuted India Against Corruption (IAC) activist-turned-politician Arvind Kejriwal's allegations that the state government had transferred senior officer Ashok Khemka because he was probing Robert Vadra's land deals.

Hooda said the Haryana government does not give any undue favours to any one and transfer of state officers was a prerogative of the state government and not a punishment. Hooda also said the Vadra-DLF deal will be looked into.

The Congress dismissed as “baseless” charges that a senior Haryana IAS officer was transferred in the wake of his decision to probe alleged undervaluation of properties dealt with by Robert Vadra, son-in-law of Congress president Sonia Gandhi.

“The allegations are baseless. There is no witch hunt. We do not question the integrity of the officer. It is prerogative of the government to transfer any bureaucrat. The chief secretary will be able to brief about the reasons behind the transfer,” party general Secretary B K Hari Prasad.

Hari Prasad is in-charge of the party affairs in Congress-ruled Haryana.

Significantly, on the last day of his posting as Director General of Land Consolidation and Land Records-cum-Inspector-General of Registration yesterday, Ashok Khemka also issued an order cancelling the mutation of over 3 acre plot of land in Manesar-Shikohpur that Vadra had sold to DLF.

Khemka, a 1991-batch officer, has attacked the decision to transfer him, saying it was “demoralising and dehumanising”.

Criticising transfer of an Haryana IAS officer probing alleged undervaluation of properties dealt with by Robert Vadra, BJP today said Congress is suffering from an “Emergency mindset” and demanded that an impartial inquiry be held into the matter.

“Congress is in complete shambles and in doldrums. It is trying to save Robert Vadra. We want an honest and impartial probe into the charges. An honest officer with integrity who has decided to take suo moto action has been transferred. That too at 10 pm,” BJP spokesperson Prakash Javadekar said.

He maintained that instead of acting further on the actions taken by Khemka, the Hooda government has taken action against him. Khemka had only spent two months in his last posting.

“This transfer shows the Emergency mindset of the Congress,” Javadekar said.

The Bhupinder Singh Hooda-led Congress government in Haryana transferred Ashok Khemka, director general, consolidations of holdings and land records in the wake of his decision to probe alleged undervaluation of properties dealt with by Robert Vadra, son-in-law of Congress president Sonia Gandhi.

The transfer of any Government employee is the main priority of the State and Central Government . He/She can be changed or transfered at any time or any moment in the Interest of the Public . Why the Political Parties are raising such issues of Transfer of I.A.S. Mr Ashok Khemka . The Social activists should refrain from linking this Transfer with the Robert Vadra case linking him with the DLF Case .

I hope somebody will file a PIL in the High Court to expose various corrupt acts of the ruling state government. The CM has failed to govern the State properly since corruption and crime is flourishing in the State with impunity, and the State government instead of bring lawbreakers to book are instead prosecuting its honest officials with vengeance.

The good work done by anybody is not recognised by anybody but punished. Transferring a sincere officer who pointed out the lapses is disturbing. If State Govt. wants he should have been transferred earlier why now. He is obeying to Congress group.Sorry for the honest official be careful for they may raid your house also.

It is an unwritten rule that both burecrats and politicians use transfer as a weapon to silence subordinates. In fact such transfers sometime put the officials at home without any assignment. Tamilnadu government is famous for this.

Congress uses the stick on IAS officers who are not falling in line, so says BJP and their loyalists like Arvind Kejariwall. In Gujarat, BJP uses the carot to reward IAS officers who are favouring them .IAS officers are resigning their job, joining BJP , contesting elections to become ministers.If this is correct in Constitution , What Hooda doing and saying in Haryana also is correct and constitutional - State has prerogative of transfering the officers ?? There can not be diferent yard sticks .

Transfer is a prerogative of the government and thousands of transfers are made. This power has been used judiciously and at times, with malafide interest. In this case, it is only a matter of co-incidental and circumstantial suspicion that this transfer was malafide and victimisation. Actually, no one has found the way of protecting dissenting but honest officers of both private and public sectors;or the whistle-blowers.

I believe that all the eminent penalists participating in the debate might have gotten the answer with this transfer of Mr.Ashok Khemka. Now people will anxiously want to see the reaction of those penalists who were insisting that IAS officers should be fearless, upright and should do their jobs without any pressure from politicians or their coteries.
