Do you know for sure Dawood is in Dubai? Osama was supposed to be in Afghanistan but was found amidst army protection in Pakistan.

Take Action! by Swapan Chakravarthy on 12 Jan 2013

Why avoid war? We have been at war for 65 years of history. Overtures Pakistan claims to make are filled with deceit. There is no need to discuss anything with them except maintaining civility in international forums. Next time we catch hold of their army crossing the LoC, we should take them prisoners and not release them without proper guarantees. India has to work out how they can get Hafeez Sayeed as well as Dawood from Dubai. It may be worthwhile that we concentrate on our growth and well being of the masses which is of paramount interest in the world today.
