Muslim poverty may bite Narendra Modi at NDC meet in Delhi

New Delhi The final version of the Twelfth Plan document has named Gujarat among four states with the maximum number of Muslims below poverty line, which could set the stage for another confrontation between Chief Minister Narendra Modi and the Centre at next week’s National Development Council (NDC) meeting.

At the 2007 NDC meeting to discuss the Eleventh Plan, Modi had openly hit out at the prime minister’s 15-point programme for minorties, demanding that it be dropped “in the interest of maintaining the social fabric of the nation”.

He subsequently never implemented the Centre’s scholarship scheme for minorities.

Now the Twelfth Plan document, which will be the subject of discussion at the NDC coming Thursday, shows Gujarat in a poor light when it comes to lifting Muslims above BPL in both urban and rural areas. To address this, the Plan calls for direct targeting of minorities to be made a pre-condition for disbursal of funds — a concept Modi has vehemently opposed, terming targeting of population on lines of religion “anti-constitutional”.

“According to the latest Planning Commission estimates, the poverty ratio for Muslims was 33.9 per cent in urban areas, especially on account of states such as Uttar Pradesh, Gujarat, Bihar and West Bengal. In rural areas, the poverty ratio for Muslims was very high in states such as Assam, Uttar Pradesh, West Bengal and Gujarat,” states the Plan document in its chapter on social Inclusion, which is part of the section on social sector.

Using the Tendulkar Committee’s methodology, the Planning Commission estimates that 42.4 per cent of the Muslims in urban Gujarat are poor, which is very high compared to the overall poverty ratio of 17.9 per cent in urban areas. In rural areas, the corresponding figure stands at 31.4 per cent, which is again more than the overall average of 26.4 per cent for rural poverty in the state.

On urban poverty ratio among Muslims, Gujarat’s figures are the third worse after Bihar (56.5 per cent) and Uttar Pradesh (49.5 per cent) while in rural areas, it’s fourth after Assam (53.6), Uttar Pradesh (44.4) and West Bengal (34.4).

The overall BPL population ratio in the country, according to the Tendulkar report, is 29.8 per cent.

Noting that a “perception of discrimination and alienation” is the most “important concern” for Muslims when compared to other minorities, the Plan document has stressed on its “direct targeting” approach.

“Revamp the design, expand the scope and strengthen implementation structures of key initiatives such that minority settlements and people are directly targeted; such direct targeting should be made a condition for approval of all block- and district-level plans,” the document stated.

For Modi, the visit to Delhi to attend the NDC meet is also like the customary victory lap after a third straight win at the hustings. He has claimed that his opponents were spreading “lies about Gujarat” in the course of the election campaign and underlined that his win was proof enough.

This article is biased, the aim of planning commission to even give data on poverty based on religion is communal. It seems that the central government for the last 8 years is a government for minorities only and very communal in nature and policies.However Congress Party is not able to visualise the resentment of the majority community due to such policies.A truly representative government has to be a government of the majority community, making policies for all citizens benefit and progress irrespective of religion, caste and region.PM should know that a government is judged by how it treats its majority Hindu community. Mr. Narendra Modi understands governance and representation of people much better than the present central government.This article presents as only Muslims are poor; though the data given clearly shows that if you take away the Muslims percentage , the majority of poor come from the Hindu community.

As long as leaders like Narendra Modi are there in India, minorities, particularly, Muslims have no prosperity at all. These leaders want to kill the Muslims economically, that is why Muslims were denied seats in colleges, higher studies, governmental jobs etc. Please treat Muslims at par with other religions. Give them equal opportunities. Give them equal rights. They have the right to live peacefully as much as other people.

WhatI cannot understand is why any body should get reservation on basis of religion? Our film world and cricket team has disproportinatly large share of muslims and nobody is there on reservation basis and all Indians root for them.In my state of Kerala,muslims DOMINATE all types of business,especially retail trade.All this without help of reservation. Of course there must be reservation for economically weaker sections of society. At another level,some complain about mulims not able to purchase property in Gujarat on lacations of their choice completly overlooking the fact that so many muslims had the the same complaint about Mumbaiand many other towns in India.Have we become a nation of loud mouths who are led by a few arm chair critics and a set of TV panelists who apparently hold sole copy right for so called SECULARISAM?

One wonders if planing commission has analysed the cause for Muslim poverty . Proposed allocation of funds based on religion could not only "anti secular" which violates/ corrupts the constitution but it will be driving a positive feed back ie it will prevent efforts of Muslims to apply themselves to progress. May be congress wants it that way so that their vote bank remains intact. What a pity India is ruled by corrupt minds.

What about the most visible muslim poverty in Uttar Pradesh? I request those passing through Agra to get down and sit on a cycle rickshaw, talk to those mainly muslim rickshaw riders, what their conditions are. This is at one place. They live in the most inhuman conditions. What was those patriachs of muslims viz. mulayam and mayawati doing for the last more than two decades. They were all cheating the muslim population in UP just as their comrades in the Congress did for decades all over India. Let there be no fact hiding. Political parties are panic at the individual growth of Narendra Modi as the sole leader of India today, who can get things done without absolutely no controversy. But all the time Godhra riots are brought to the forefront by those who fear his grip on Indians. No way, Modi was Gujarat and Gujarat was Modi; now it will be Modi is India and India is Modi.
