Incidentally, a Central government notification in December 2011 to effect 4.5 per cent minority quota in Central educational institutes was stayed by the Andhra Pradesh High Court earlier this year and is currently pending in court.
‘Education and Employment among Muslims in India: An analysis of Patterns and Trends’ — by Rakesh Basant of IIM-A says that extensive interactions with Muslims show that they carry the “double burden of being labelled as ‘anti-nationalist’ and being appeased at the same time”. Course correction, the study says, can be effected through targeted affirmative action, increased participation in governance and incentivising institutes and companies for bringing in diversity.
The report notes a declining gap between Dalits, Adivasis and upper caste Hindus in primary and middle class over the last few years, However, the gap between upper caste Hindus and Muslims is still not declining. The report says that various studies opine that reservations in government employment can potentially enhance returns to educations.
“Indeed, compared to Forward Caste Hindus, the access disadvantage of Muslims was considerably higher than that of Hindu OBCs. So, if the object of jobs reservation is to be extended beyond Dalits, then Muslims have a more compelling case than the Hindu OBC,” the study says.
With widespread perception of alienation and discrimination amongst Muslims, especially in communally sensitive states, they are unable to exploit economic opportunities fully. Limited access to good quality schools specially affects girl students and low participation in government jobs adds to their woes.
Muslims appear to largely have borne the brunt of globalisation as most of them are self-employed.
Non availability of credit — virtually non existent credit flow — in Muslim concentration areas adversely affects their economic status, the study says.
The report has recommended parental education as a possible criterion for affirmative action/ reservations targeted at Muslims. “Parental education provides a criterion which is essentially dynamic in nature and temporary as the status of parental education is bound to change over time,” it says.
Arguing that empirical results show that participation in higher education increases with parental education, the report says that children with illiterate parents can potentially form the most backward category for affirmative action, followed by those having parents with secondary or less education and those with higher secondary education.
Linking the Unique Identification Number /Aadhar number for such a criterion will further help streamline the affirmative action.
The report points out “links between economic and political spaces” and calls for enhanced participation of Muslims in governance. “Nominations of ethnic, linguistic and religious minorities in local level bodies as is the case in Andhra Pradesh would be a good starting point,” it says.
The report also emphasises on the urgency to rationalise the delimitation procedures so that constituencies with high minority population shares are not reserved for SCs.

Dear All, We all know its a reality by the way thanks to IIM-A for bringing this into consideration. I just wanted to know why is it necessary to give reservation into jobs and all if govt have to give then it should be awarded into some other forms. Everybody have taken birth with equal brain, then Why they should give reservation or subsidy into this. If it is given by political reason then it should be for bounded time period to uplift them. And the worst thing is that again people are demanding for quotas in promotion...its very bad for young India. I am telling you all, if you aware of Sachar Report and many other research then you can understand where Muslims stands in the society so as i think it should given to those people who are really poor in the society(Most of the Muslims) but not for so called poor people(backward classes). I hope you all getting my point!!!
Thanks a lot for publishing the fact. I absolutely agree with this. The most pathetic thing is that no political party comes forward to do true development of muslims.Even the top muslim political leaders who has the power to do this will not do this . Because most of the leaders, be it a hindu or a muslim leader ,think of only their own development and to some extend their relatives development. They will just show sympathy but no action to eradicate unfairness and discrimination. I am quite confident muslims can contribute to country's development if they are given chance to do so. Also there are several places,be it pulic sector or private sector organization,where educated efficient skilled muslims are not selected just because they belong to muslim community. Hope people's mind will change and discrimination and unfairness towards this community will be removed soon.
Muslim get to marry 4 woman. There is no temple charitable act imposed on them. According to report by Stephen Knapp, 3100 crore is earned by Tirupati temple each year and government takes 85% of that. Despite this, the Tirupati temple actually funds university run by its trust. On the other hand,no tax is taken from famous shrines like the one in Azmer. Taj mahal is closed on fridays, i dare say is it a mosque? Muslims make fuss about not going to dargah as it is a kind of idolatory,but want Taj Mahal closed. Stop breeding like idiots with dreams of making India a Dar-ul-Islam, agree to uniform civil code, maybe then, the reservations can be considered. Equality should be on all accounts.
How many Muslims you know who have 4 wives(not even 0.0000001%) & how many muslims you have seen with single wife(almost 100%). Now tell me; How many wives did Lord Dashrath(father of Lord Ram)had? How many husbands Dropdi(wife of Arjun)had? Ask Lingayat Hindu Community of Karnataka that why do they prefer own sister's daughter as their best possible & preferrable wife? Do you know or not that Shri Lal Kishan Advani( a Sindhi,Hindu leader) has two living wives ? Dharmendra (a Hindu Jat, BJP's MP & actor) has two living wives ? Ajmer shrine is visited by all religions; and it cannot be called a muslim holy place in strict/true sense of Islamic principles as there is no place for worship of a dead person in Islam ? Ask Govt. that why they are keeping their eyes over earnings of Trupati management ? Also ask Trupati management that why do they specially over-charge Hindu devottes in the name of special service by allowing special passage (entry to temple with-out que/line) on special/more charges or if the visitor offers costly items like gold etc. to Trupati Balaji. Closing Taj Mahal etc. on friday has historically been done since past days & not any newly started weekly holiday. Jai Hind.
Sikhs don't get reservation? They get reservation in all categories from SC to OBC. Muslims are not asking for 600 cr Haj subsidy which is actually just an Air India subsidy. They are happy to let it go because the money goes to keep Air India afloat. The Khalistan movement took 20 years to calm down because Sikhs were discriminated against and treated like criminals. If empirical evidence, by a non-Muslims and academic insititue like IIM-A show that backward Muslims require reservations more than OBC-Hindus, then its high time we support it just like we supported SC/ST/OBC reservation for Hindus, Sikhs e.t.c.

It is victimhood that in all riots muslims get more loss of life and property than opposite party. As they are not represented in police & para-military forces (unlike Sikh minority)they are mishandled both by the majority community and the police as well working against them. India is a secular state and belongs to all communities equally as per Indian Constitution hence 'Jazia' is not applicable to any community (also 99% of indian muslim population was Hindu in the past).But it was the leadership(kings)only who was foreign in origin & because they had not much belonging to native population they imposed taxes like Jazia (protection-money) for non-muslims as a tax (source of revenue) for living in a muslim state(kingdom),however muslims used to give a religious tax called 'Zaqat' already as per islamic guide-lines. Mr. Mandal(a hindu dalit) was the first law minister of Pakistan(in Jinnah's cabinet) & another minister was christian(check by google search,name i forgot). Few years back Justice Bhagwan Das was the Chief Justice of The Supreme Court of Pakistan. Kanaeria (a hindu) & Yusuf Yohanna (a christian)were member of Pakistani Criket team. Minorities have reservation (but not in indian parliament) in Pakistani parliament. Subsidy is not for hajis but is for Air India (as aeroplanes have to return back empty to india after dropping passanger(haji) to Saudi Arabia. By helping the airline Govt. try to avoid loss to airlines(Air India). Supreme court Judge who gave order to stop this subsidy was a muslim (now chief justice of SC of India). Please donot help any airlines in the name of muslims. Owaisi is a politian like LK Adwani,Vinay Katiyar,Narender Modi etc. And no communal leader of any community should be tolerated to fool indian public. Jai Hind. Bharat Mata ki Jai. Pakistan is a failed state and should be merged with India( United States of Bharat,Pakistan & Bangladesh). Please donot get misguided by Sangh-parivar/politicians in india & anti-muslim Jewish lobby/crusader western media internationally.
