Chief Secretary Jawed Usmani and Director General of Police A C Sharma are likely to put forward this proposal at a meeting of chief secretaries and DGPs called by the union home ministry in New Delhi on Friday to discuss measures to check crimes against women.
Sources said the government had noticed that many of the accused in rape cases got away lightly because they were in the 16-18 years age group. In the Delhi gangrape case too, one of the accused has claimed that he is below 18 years of age.
The state will also demand an amendment to Section 326A of IPC to make acid attacks a non-bailable offence and increase the punishment. It will seek amendments to all sections related to crimes against women to increase the length of prison terms.
The minimum age for declaring as juveniles must be 10 yrs and less since in the present days,due the glamour of film, media both print and visual have all attached much importance to the aspect of young girls who dare to expose and consequently, arousing the boys. Hence 10years could only appears fit for declaring juvenile.
Let us not keep a minimum age. Let us get a provision where we can charge anyone as an adult. if we say any one above 16 is an adult...what will we do if a 14 year old commits a crime...we will have his discussion all over. The best way, we need the ability to charge anyone as an adult irrespective of the age. This will ensure speedy justice.
This is absurd law. Does it mean that a 12 year old can rape any number of girls and get away lightly.? or better still if he murders someone will he end up only with a 3 year correctional home. govt should wake up and smell the coffee. What if Kasab was only 15 years old?
How else will we have expert serial rapists?
Only those under 12 should be treated as juveniles and their body structure should also be considered, as some body grow fast and they are manly enough to do anything, therefore the body structure should also be considered and then only be termed juvenile.
teens must be held responsible for their actions.
