The new, revised pension would be implemented beginning this month, Finance Minister Pranab Mukherjee told the Lok Sabha while presenting the Budget for 2009-10.
In essence, the government has accepted the recommendation of the high-level committee headed by Cabinet Secretary K M Chandrasekhar that was set up in April to look into the defence pensioners' demands.
"Based on the recommendation of the committee headed by Cabinet Secretary on 'One Rank-One Pension' (OROP), the government has decided to substantially improve the pension of pre-January one, 2006 defence pensioners below officer rank and bring pre-October 10, 1997 pensioners on par with post- October 10, 1997 pensioners," Mukherjee said.
The pre-January one, 2006 pensioners were affected following the implementation of the Sixth Pay Commission recommendations last October, while the pre- and post-October 10, 1997 pensioners were impacted by the Fifth Pay Commission recommendations.
The Finance Minister also noted that the decision to increase the pensions for defence personnel would cost the exchequer over Rs 2,100 crore annually.
Mukherjee said the government had also decided to liberalise certain pension benefits being extended to war-wounded and other disabled pensioners.
Ex-servicemen organisations have been demanding OROP for several years now, as they felt that there was a disparity in the amount to personnel holding the same rank and service record, but retiring at different point of time.
Following the Sixth Pay Commission recommendations in March last year, the veteran outfits have been holding protests and rallies across the country to forcefully urge the government to concede their demand.
In fact, during the run-up to the Lok Sabha polls in April-May this year, the ex-servicemen's outfits had pledged their support to BJP, which had included the OROP in its manifesto and promised to implement it if voted to power.

It seems existing delay in implementing OROP under serious discussion between political pundits waiting for election and party benefit. If, only if ESM were not envolve in this it would have been done long back.

Govt is using the ideology of capitalism between within the army On the basis of the panel%u2019s suggestion, the Centre has now agreed to substantially hike the pension of Personnel Below the Officer Rank (PBOR) and JCOs. The pension of PBOR and JCOs who retired before October 10, 1997, (implementation date for the Fifth Pay Commission recommendations) will be brought at par with the pension of those retired after that date. Most of the comments relate to what is the amount due, what will be arrears, what is the OROP pension scale and so on. The gossip on the matter is beyond imagination. Precise details of OROP are yet to be publicised and it maight be a little more time. All these doubts will be cleared soon and there is no need for asking questions for which the concerned people are unable to provide correct answers at this stage! Let us wait. Jai Hind!

Sir i was retired from army during in 1982 Dec after completion of 16 yrs ser.I am getting only Rs 4764/-pm pen May i know the difference asa hav clerk who is retiring after 2006 is drawing rs 5480/- pm basic pen on same qualifying ser.

i would like to inform you that a person enrolled in the army for begining of his life stage and ritire from the service middle of his age stage. After retirement the ex man not getting any comfortable job to look after his family except his small amount pension,in this cituation we are facing lot of problems, so the commision should consider this problems as their own problems because the army man keep open their eyes for 24hrs to the nation and the people of india. flow some little bit mercy to the jawans, this is the only way to respect the indian army jawans after the retirement of their remaining life for family. so the one rank one pension is very essential to every one not only after 2006 reiries. so you are requested to consider the same as soon as possible as honest way, every jawan have sacrify his life to nation and so every ex-man have to entitle for the one rank one pension for his family help. so please open the eye properly and see what is going on, We salute you sir.

in the publications of the orders it is clear sep,naik.hav will be benifited by adding 2 years of service for the pensionary benefits. but it is not clear about of JCO. at present their last basic is considered for fixaation of pensionary benefits.what aboutpre 2006 retirees
Of late, it has been understood by soldiers of this country that the present government at the centre wants to pretend as if they have met with the one rank one pension demand.In fact the soldiers are fooled.

announcing this govt has made ex serviceman fool respected MPS and MLAS are increasing their pension just double from one to two. they are on chair for just 05 years where as a solder has been increased just one to 1.20 and serving for 15 to 20 years on very difficult conditions this is just injustice to the ex serviceman govt should think about the solders
