"Sex education needs to be carefully thought out. Look at America. It has sex education as part of its curriculum, but students are simply being taught about how to have intercourse," Singh said at a discussion on women's safety organised by Loksatta, the Marathi daily of the The Indian Express group. "According to a survey, rape is more common than smoking there. Countries with sex education in their curriculum only have an increased number of crimes against women."
Singh said a strong emphasis on moral education is needed. "Sexual violence is more psychological than physical. This is because people today have a polluted mentality," he said, attributing it to the lack of moral education in schools in particular.
Singh had sparked outrage with his speech at another event 10 days back when he said those educated in English medium were more prone to suicide.
On Monday, Singh also criticised cinema and television. "Television serials openly show pre-marital and extra-marital sex. Nobody condemns it. Plus, the current generation has easy access to pornographic websites. Even cellphones have Internet these days, making it all the more easier," he said.

Main reasons for crimes against women is the perversity of the mind. The mind is contaminated. Unless the mind is perverted, such acts cannot take place.
According to me, as per advanced medical sciences, sexuality is not just a physical attribute, it is more of a state of mind. There are many examples of Vishwamitra, read the Mahabharat....
There are 88,000 Gods but of the 88,000 only eight gods married. Earlier values were inculcated, such values are not not there anymore.
A lady here was saying that both the mother and father go to work and they don't find time to have a conversation with their child. Look at the TV serials, pre-marital sex is allowed, extra-marital sex is allowed. Nobody condemns it. In most of the TV serials, films... look at the internet... the number of pornographic sites. Per day at least 12,000 new sites are created.
We have started a cyber safety week. So many children, 12-year-olds watch pornographic sites... there is TV, internet... a social environment has been created with TV and Internet.
Speaking out about a girl being eve-teased is a social taboo. It has become a question of honour of the family. If you don't complain, the offender is encouraged. Today he may be an eve-teaser, tomorrow he might become a rapist. I don't think even 50 per cent of the cases are reported to the police.
After December 16, many cases have been registered in Mumbai. There has been a spate of cases.
After December 16, we have visited at least 350 schools to create awareness among citizens. If any woman is harassed, you must immediately inform the police. Only then they can they prosecute them.
Many people feel police are not sensible or sensitive. They say there are no convictions because of the police. In Maharashtra more than 12,000 cases are pending in court.
After eight to ten years cases reach trial. In 2011, there were 2020 rape cases of which 13 were by unknown accused and eight by family members.
Can you imagine? What can be worse than a father raping his daughter or a brother turning into a rapist? Nine of the accused were relatives, 26 were neighbours and 108 were other known persons.
Rape with a promise to marry were 57. Only 13 unknown.
In 2012, there were 231 cases, eight were by family members which is fathers or brothers, five were relatives, 31 by neighbours, 110 by acquaintances, 68 with a promise to marry and nine by unknown persons. What is going on in society?
Many say police don't investigate properly. In cases of eve-teasing, outraging modesty, rape... there is not too much investigation or very simple investigation. Just sending samples for DNA testing to the Forensic Sciences Laboratory.
Many years back a survey was conducted in Nashik about rape cases. In many cases the medical report was inconclusive. I cant say if there is rape or no rape. We asked many doctors about the reason behind this. The reason is only one. Nobody wants to testify before the court. If you give an inconclusive report, you won't be called to testify. There should be fast track court, speedy trials and assurance of punishment, even if the punishment less.
Some people now demand that there should be death sentence, chemical castration... we have 26 per cent conviction in Maharashtra. In most cases where marriage is promised, nobody testifies in court. Witnesses turn hostile. We had a Maharashtra state-wide conference, the Commissioner of Police Aurangabad said that in 72 per cent rape cases, people turn hostile.
My considered view is that we must bring about a change in our education pattern. Moral education has to be imparted. Like earlier, family values must be inculcated. There should be no discrimination between girls and boys.
I differ with people who say sex education must be provided. What is happening in America?
I have got a report. It says that every 29 seconds one rape takes place in America. The the population is one third of our country.

There is all the freedom. They started sex education in England. In London they started sex education as part of their curriculum. What happened? In America too it was started. There should be a time for when and where to impart sex education. There has to be an age. We don't say anything about that. Where too much education is given about sex, more crimes against women take place there. Sad that lawenforcers don't know the difference between sex and rape. And if sex education increases rape, then why is it that rape is rampant in the rural areas where illiteracy is higher? Also, we Indians need to stop believing that our culture is pure and good, and American culture is corrupt. It was Indian culture that invented child marriage and sati so we need to be more objective in our thinking.
At least teach them " how to have intercourse" and there is no need to use iron rod in having intercourse. These animals needs a training for this also. Tell them the difference between sex and rape.

This statement reflects the values of the Maharashtra rulers,educators and the religeous officaldom. Their silence is disturbing. Commissioner of police of Mumbai should realize that he is holding an important rank and his personal opinions should be restricted to his house and articulated in public places.He should voice only official and correct statements when interacting with public. Moreover; this shows the depth of an IPS officer of this rank.Just because he managed to pass an exam many years back doesn't imply that he is "smart and intelligent" He needs to be removed immediately to give a message to all such officers in important positions to keep their personal emotions in check when interacting with the media and public.

India is in a supreme position to lead a better Sex education programme than what has been allowed to proliferate to date. To scapegoat attacks on women as some agenda of Sex education reeks of ill-informed psyche of our leaders including Police and Judiciary. Any attack on Women is reprehensible and needs greater punitive measures than what we seem to understand. A castration for rape would send shiveres through the male populations and a immediate stop would take place. A drumbeat style of announcements through villages ,bastis,mohallas would at once straighten up the 'testosterone charged males'. After all there is a known male demographic that perpetrates these atrocities on women.
So going by Mr. Singh's point, those Bihari rapists in the Delhi case were English medium-educated with sex education?? Oh, and is this gentleman not English-educated?

Part of sex education is teaching young boys and girls about how sex is meant to be a loving and intimate relationship between a man and woman. Let's face it, teenagers and young adults are going to have sex whether we like it or not. Wouldn't you rather have these young people know through sex education that sex is an expression of love and not an expression of power over each other? Sexual curiosity is very normal in teenagers, both girls and boys. Information about what they might decide to do or not, is a good thing, not a bad thing. Teaching about sex does not mean you are giving them free licence to do as they please; it means you are arming them with knowledge to make an informed decision.
One of the first things sex education in the West teaches children is that if someone touches them inappropriately or uncomfortably, they should report this to a responsible adult. If that adult does not report this to the police, he/she becomes complicit and liable in the crime. I can understand why the Police Commissioner is made uncomfortable by the idea of the people, even the youngest members of society, being given the right to protect themselves. At later stages, sex education comprises issues of health, hygiene, love, affection, friendship, acceptance of difference. At all times, respect, for oneself and others, is the keyword. It gives power to the people, which ignorance does not. Police commissioner, please consult expert educators, the UN etc before you make utter such dangerous, ill-informed opinions.
What Satyapal singh said I have been to america 3 times and have seen the situation sex education is common there but america even tops the list of rape prostitution and pornography. The problem is rapists are not afraid of the law so until and unless there is a severe painful death penalty for rapists there wont be a considerable reduction of rapes. try to find out the list of countries where rapes are high and you will see where ever there is death penalty rapes are rarest. Women should also take this seriously and wear full clothes at least in public places, while travelling etc. i m not telling girls to get them selves imprisoned in full clothes this is what you will start thinking now but just imagine if your daughter wears half or tempting clothes will u let her go out if the house to exercise her freedom?? the point i m trying to make is that only one person cannot be blamed. government peoples thinking etc many are involved in this crime directly or indirectly.

Please educate yourself before you make comments like "tempting clothes, or blaming women and basically saying that they are asking to be raped because men can't control themselves. Perhaps men in India need to learn to behave and not act like they are seeing flesh for the first time or women for the first time - they need to get some manners. I personally recall wearing full Indian clothing that covered me from head to toe (no skin showing), and I still was assaulted by men with their whistling, disgusting comments, and leery way of looking at me - tell me how sex education or my clothing had to do with that and this happened in 1989, 1996, and every year since 1998 to today...nothing has changed. The Mumbai Police Chief is diverting the attention away from the fact that he & his department have failed to ensure safety of women in the city. Also, he fails to mention the failure of his department to register crimes which have been brought to their notice. In america, even if a prostitute is raped, a police case is registered. The Police Commissioner is hardly entitled to speak about education from a voice of authority. Allow the psychologists and educationists to do that. Sex education is a misnomer, and therefore identified with licentiousness. It is actually a means of talking to schoolchildren about the benefits of abstinence till a particular age, the difference in the male and female bodies, and ways and means of handling sexual urges that are a natural part of our physiology, as Mr. Singh probably knows. And if he doesn't, perhaps he should join some sex education classes himself!
We can never expect a mature morality from teenagers. So no question of morality about sex. Awareness can cause both use and misuse, but in this case it will cause misuse only. Because for teen sex is adventurous so they will prefer to do in childhood itself. what we r seeing in US and Europe.
Mr. Satyapal Singh has a valid point. What is taught in the name of Sex Education only kindles undue curiosity in young minds and develops perversion. Moral education and citizenship training are much needed to improve the situation.
I really like indian culture. But I don't like the very view into the glorious past. It is nothing wrong with culture, might it be eastern or western. Bad actions are not covered by any culture. First, a police officer is as least as ill suited for behavioural science and psychology as a psychologist trying police work. And there is no school education in stealing, robbery or murder - the criminals will find other ways for their education. The children have free access to Internet pornography, and the pornographers are bad teachers on the subject of love, and the children will learn everything wrong.
