Sheila Dikshit seeks draft law to turn Delhi gangrape outrage into action

Asks ASG to draft Bill for stricter laws, sets up 24x7 cell in her own office

Saying “it is time to turn outrage into action”, Chief Minister Sheila Dikshit on Thursday said she had asked Additional Solicitor General Indira Jaising to prepare a draft Bill making laws against sexual harassment and assault more stringent.

“This will act as a deterrent and will go a long way in containing such incidents. “All stakeholders will be consulted before finalising the draft law,” Dikshit said.

She made the announcement as protests swept the city against the gangrape and torture of a 23-year-old woman in a moving bus. Thrown out of the bus with her badly beaten friend, the woman is battling for life at Safdarjung Hospital.

The Chief Minister announced the setting up of a control room for women in distress in her office in the Delhi secretariat. The exclusive control room will be commissioned by December 31, officials said.

“It is time to turn outrage into action. So, we have taken several decisions to safeguard the dignity of women and ensure a more responsible and serious police force,” Dikshit said.

She said that the control room with a dedicated number for women in distress would be made functional in her office and would be available 24 hours a day. “We have also decided that the Delhi Commission for Women (DCW) will be the nodal agency in charge of launching a forceful campaign on the safety of women,” she said.

“The DCW will take all necessary steps to spread awareness among all sections of society. This drive will include citizen groups, government resource centres, residents’ welfare associations, corporate houses, the district administration and mahila panchayats,” Dikshit said.

The decisions follow a meeting between the government, police, university representatives, lawyers and NGOs on Wednesday to discuss the safety of women following the gangrape.

It was also stated in the meeting that there was need to increase awareness of police protocol, FIR registration and police investigation. The protocol will be made available on government websites and all district administration officers.

It could happen to my daughters also. As a father of three daughters, I am interested in getting a deterrent punishment. We are pressing for that

When anithng happens in delhi everyone knws n shoulting fo justice. But such kind of raping is happening every day in many other areas of the country though no one comes up for them. So, let the govt make very law to prevent such crimes for the whole counptry.

Rape accused dont even desrve to be called as humans... I dont think death penality does the job. Coz if they are hanged, the pain they will suffer will last only for few seconds. Castration is the only punishment! So that they also knw wat pain that innocent girl might have gone though. Only through castration will they understand the pain. Their life should be made worse than death.....!

It's not first time that such heinous crime against women has happened in Delhi and every time there is a public outrage these corrupt politician promises strict action and nothing happens. Its shame to all Indian that such incidents happens in our national capital and these criminals are not getting punished in spite of Delhi CM being a Women and India's national government being run by a lady. Shame on you two!! You ladies do not deserve your position. Most of the police men themselves are worse than criminals and hence we need social policing to eradicate such crimes. Its high time we form a social group who have the authority to punish these criminals and give them punishment for life by cutting their private parts.

What a swift action!!! Why so fast? Take another year to resolve the issue and by then all the evidence will be erased. Delhi has been a crime city for long and as a CM, Shelia Dikshit has done nothing or very little. She should resign immediately. Why have people in the post who can't perform. She is answerable to what happened in Delhi. It is a shame.
