"There is no safety in the city and it has to come back," a Bench of Justices K S Radhakrishnan and Dipak Misra said while pointing out that December 16 incident was not an isolated one and "it is being repeated in the city."
The Bench said it is concerned about providing safe environment for women so that they can live with dignity.
The Bench made the remarks while hearing a PIL filed by a law student pleading with the court to pass direction for making the city safer for its citizens and for setting up a Criminal Injuries Compensation Board for the payment of compensation to victims of rape.
He also submitted that licence of vehicles be cancelled for violating Motor Vehicles Act.
The court said the bus owner should not be allowed to run buses on a route on which any of his buses violates law.
"We are more concerned about safe environment where women can work with honour and dignity and that must be restored," the bench said while issuing notice to the Centre, the NCT government and the National Commission for Women asking them to file their response within two weeks.

Supreme court showing their concern and what have they brought about the poor lady's gangrape? What Action have they done?Trial over trial and finally years later bringing a jurisdiction claimimg imprisonement for life when the attackers themselves have forgot what they did as well as the victim? See how Saudi Arabia executed a minor who accidently happened to fall prey to a murder of a 4 month old infant in her care.Tell me about some rape that has happened in saudi or any kind of crime that not given a verdict within such speculated time?
