“This gentleman (Singh) had represented to the government that his date of birth be reckoned (to have been in) 1951. Had that been accepted by the government, he would be our sitting Army chief (today),” Mishra said at an Idea Exchange programme at The Indian Express.
“Imagine if the sitting Army chief would have this kind of idea, about both the government and the Parliament, under which he would be working, that both need to be dissolved, then I shudder at the thought, that what would have been the way to achieve that end?” Mishra said.
Speaking in Mumbai with Anna Hazare by his side on October 29, Singh had demanded immediate dissolution of Parliament and fresh elections because the government was “not following the constitution”.
Mishra disagreed with a recent judgment of the Supreme Court directing that chief information commissioners be chosen from only among retired or serving Supreme Court judges or chief justices of high courts, and that half the information commissioners be from judicial background.
“I don’t think there is any particular need to have people of legal and judicial background as information commissioners. I have dealt with a vast variety of cases. I have never felt that any question of law is to be adjudicated or it is needed to be referred to Supreme Court or high court judges,” he said.
“If I am asking for details of official tours of a secretary, I just need to get the copy of his TA bills. There is no legal or judicial assessment to be made, except in only a few cases.”
Mishra, an IAS officer of the Madhya Pradesh cadre, retired as secretary, DoPT, in 2008, and joined the Central Information Commission the same year.
On Comptroller and Auditor General (CAG) Vinod Rai’s observation on granting constitutional status to CBI and CVC, Mishra said it was important that while demanding constitutional status, ways to ensure the accountability of these institutions be established as well.
Commenting on the impeachment process for judges and institutions like the Election Commission and CAG, Mishra said: “It is said that they can be removed by a process of impeachment, but you and I know how easy or difficult it is. If you create more and more institutions which are independent of everything, in a nominal way only accountable to the people of India, whatever that means, how will we establish that accountability?”




Bureaucrats would do everything in their power to continue to apply their bureaucratic mindsets post-superannuation. So they never 'retire'. On the hand, generals are indoctrinated to 'fade away', and they do that with diligence once they retire. The view of the CIC about the ex-COAS betrays ignorance about fading away while reinforcing his own mindset. The very question is against the grain of the interaction, which rightly focussed on the RTI Act.

Mr. Mishra is appreciated when he talks of accountability of independent bodies,not being accountable to the peple.Not satisfied with the govt we have the choice to change it.But be pragmatic, we have seen alternatives but none delivered and I am sure this is not the time to experiment with.Though the present dispensation is not the best they are not the worst either. This is democracy,you can't eat the cake and have it too.
Satyanand Misra is the traitor heading the Central Information Commission as of now. Thus bumpkin cannot even oranise the affairs of his office so much so that the only citizen friendly, pro democracy law of the land lies bleeding in his office. Worse, the information commissions should be considered cesspools of corruption given the fact that these commissioners have not been abiding by the law and allowing delinquent PIOs go scot free without being penalised
The CIC did not use his brains properly....Gen VK Singh expressed his views about the parliament as a private citizen, after he retired from office. It is downright stupid to make conjectures and pass innuendos about what he would or would not have done when he was in office based on the comments he made as a private citizen. - By the same token we can "shudder" to imagine what is going through the minds of hundreds of millions of outraged Indians who are now seeing their country being systematically looted by their so called elected representatives and the crooks walking free.
He is yet another one giving political statement and deflecting the thoughts and anger of the people in another direction. Amm Admi is always shuddering every day on the news of corruption at high places. Politician atleast fade away,but the Babus stay on to loot the country.

I do not know how efficient he is/was but from his remarks he got this job as a reward from the corrupt rulers otherwise why should he bother about a retired person who is fighting against the corruption/misrule of the country???? apart from this his comments about the suggestion of SC is also unwarranted because most of the babus are corrupt when compared less number in judiciary. Highly inappropriate for CIC to be making such remarks against any individual. Mr. VK Singh has left service, and free to say whatever he likes. Mr. Mishra is the CIC. He should have a care as to his utterances. Tomorrow, if Mr. Singh makes an appeal under RTI to the CIC, would he be able to have any faith in CIC's judgement? Shameful partisan behaviour of this ex IAS officer Mishra.. Dont forget that Shri Kejriwal, and Smt. Kiran Bedi are all former govt. servants. Why has he singled out Mr. VK Singh alone? This CIC is no but one of the corrupt Babu. He loves corruption that is why he talks like this. Yes Mr. V K Singh is absolutely right. Where all the people of ministry are looter and the leader is King of loot and the main rulling party's head the so called Gandi family looting the country , in this case what a comon man will say? Allow to loot? If atleast govt will pass a law for capital punishment for the looters than we can believe on them, else no. Definitely we will happy if someone from all those mentioned will die. It is a sad day when our retired Chief of the Army who had sworn to his job by the Constitution, should want a summary dissolution of the Parliament on the whim and fancy of a citizen. To give vent to his anger against the Govt on a matter heard by the Supreme Court where he withdrew his case,shows a very spirit as an Indian. Maybe some news which was circulated by some media that the Army was attempting a coup during his regime may assume some credence if he had continued. He had worked honourably for nearly 40 years and should not sully his reputaton to get cheap publicity!
Article 19(1)(a) of the Constitution of India 1950 guarantees freedom of speech to every citizen. Mr. VK Singh is free to express his opinion. Mr. Mishra on the other hand is still holding a post. How dare he make such utterances against a private citizen voicing his opinion, and furthermore attempt to sully the reputation of the disciplined Indian Army? This retired babuji should be removed immediately from his post as CIC.
Shri Satyanand should not let his fears run wild. Knowledge and facts are necessary to see things in right perspective. A serving soldeir's (including a General's) rights are curtailed and therefore even if Gen VKS felt very strongly otherwise he could not and would not have expressed his opinion in public.
what would have been his stance, if the govt. would have conceded the age drama by this general. It is just a clear case of rot in the Army. They need to be told that this is no Pakistan. They will never be accepted to run this country.
If VK Singh had wanted to do that, he could have done it while in Service alone, and there is precious little anyone could do about it. But he didnt, because he is an Indian soldier, and not sick in the mind like you. He is now retired, and fully allowed to say whatever he likes. Shri Mishra however, is still holding a post under the government. He should be more careful about the sort of things he says!
CIC is just showing his servile attitude and also the gratitude towards his appointing masters as he seems to have got this job as a reward for certain services rendered earlier. In fact, the Gen. V.K. Singh was trying to stop the rot which was evidently there for a long time.
I believe the CIC is now Out of line. Who is he to comment on a private person's opinion. As long as the Gen was in service, he toed the Govt. line and serverd the country with dignity. Once he has retired...he is a private person and citizen entitled to his opinions like any one else. The CIC is abusing his position by commenting on the ex Army Chief and sullying his character.
Surprising to read the comments of CIC. What hypocracy- if the Government was unfair to him as per his perception, Gen VK has all the right to fight as deemed appropriate by him. That his behavior was above board whilst in service and he would have rejected lot of goodies to fight for what he thought was right. Have high regards for him
VK Singh COULD HAVE demanded Parliament's dissolution when he was being Extra-Constitutionally removed from his office ( by some DefMin flunkys and Corrupt Generals who fudged his DoB). BUT HE DIDN'T.

CIC is talking nonsense. VK Singh is not the Army Chief and he has retired. He is private citizen and he has right to his opinions. To talks about ifs and buts is but nonsense and CIC should not indulge in unncessary bull shit.
Mr. Mishra, despite belonging to the IAS colonialist legatees in administration is hundred per cent right in everyone of the statements he has made above.
