At a press conference here, Delhi Lt Governor Tejinder Khanna said two ACPs Mohan Singh Dabas of Traffic wing and Yagram of PCR have been suspended.

"I have instructed the Police Commissioner to seek explanation from DCPs Premnath (Traffic) and Satbir Kataria (PCR) and disciplinary action against them will be decided on the basis of that," he said.

Khanna also announced adoption of zero tolerance approach by Delhi Police towards complaint by women and appointed Special Commissioner Sudhir Yadav as the nodal officer for dealing with women's organisations.

After a two-and-a half hour meeting with representatives of various women's groups, Khanna said it would be mandatory for the duty officier of Delhi's all police stations to register the complaint of the woman if she approached them.

"It was decided that if any complaint of misbeviour by any of the 80,000 personnel is received, disciplinary action would be taken," Khanna told reporters.

He said Special Commissioner Yadav has been appointed as nodal officer and on last Friday of every month he will meet the representatives of the women's groups.

Apart from it, the LG said police personnel would be imparted training at the Police Training Colleges to be more sensitive and courteous while dealing with women.

They would be trained on language, behaviour and on how to speak and deal with women, he added.

On the steps to make the public transport more safe, the LG said drivers of public service vehicle would be provided with photo identity cards after proper verification.

During a similar drive for airport taxi drivers, it was found that around 60 per cent had some criminal record. To prevent repetition of such things, drivers would be given photo identity cards only after proper verification from Crime Record Bureau," Khanna said.

A notification in this regard would be issued soon by the Transport Commissioner.

He welcomed the idea of women's groups about their volunteers to be awarded the status of special wardens who would keep a watch on the incidents of eve-teasing in buses along with the plain clothed policemen.

Apart from it, he said these organisations also suggested that they would be allowed to visit help desks and crime against women cell in various police stations to monitor how they were treated.

On the police action against the protesters, the Lieutenant Governor said that the Commissioner of Police has regretted and said an enquiry would be conducted.

"In future, police would work with restrictions in such cases and with minimum force," he said, and appealed to protesters to maintain peace.

Saying such demonstrations were necessary to bring government's attention, he said the protest by the youth and students was necessary to bring to government's notice the issue.

The LG, who was on vacation in the US, denied that he was asked to return to India by the government and said "returning back was my own decision."

With questions raised about his absence at a time when Delhi has been rocked by a wave of protests, Lt Governor Tejendra Khanna had to cut short his visit to the US but he ruled out his resignation in the wake of the gang-rape of a girl here.

Though sources said the Lt Governor came back following a communication from the Home Ministry, Khanna today insisted that he returned on his own considering the gravity of the situation.

"I had gone to the US to meet my daughter after taking permission from the President. The incident had taken place after I left. Nobody had given me any direction to come back.

After knowing about the situation, I took the decision to come back and handle the situation. Even the Home Minister knows about it," the Lt Governor told reporters.

When asked whether Lt Governor has been summoned, Home Minister Sushilkumar Shinde only said he enquired about Khanna's whereabouts.

"I enquired where is he and was told that he was allowed to go to foreign country....I enquired and he returned. I must put the facts," the Minister said.

The Delhi Police functions under the Union Home Ministry and the Police Commissioner reports to the Lt Governor as he is the administrative head of the force.

The sources said Khanna had to cut short his stay in the US following a communication from the Union Home Ministry in view of the volatile situation in the capital, and returned last night.

The Lt Governor said he was issuing direction to his office to take certain steps in view of the violence.

When asked whether he would consider stepping down taking responsibility for the incident, Khanna said "I do not think so."

"In my view we are being able to take corrective action because all these gestures you are talking about so and so should step down.... You have to see who is the person accountable on the ground.

"Many such things keep on happening. As far as question of my stepping down or not stepping down, it is for the political masters to take a call. If they think I am doing a good job, I stay. If they think I am not doing a good job, I go," he said.

Asked about alleged police high-handedness against the protesters at India Gate and Raisina Hills, Khanna said Police Commissioner Neeraj Kumar has "apologised" for it at a meeting with representatives of a number of women groups.

"The Police Commissioner has expressed regret. He apologised also. If somebody used excessive force, then action will be taken. We will have to examine specific charges," he said.

Queried about Chief Minister Sheila Dikshit's demand for removal of the Police Commissioner, Khanna took a dig at her saying "One is just trying to make cosmetic..(demands). Do this do that. This is like Alice in Wonderland off with the head."

Suggesting that Kumar was a very experienced and able officer, Khanna said he was part of the detailed operation of security during the Commonwealth Games when Delhi was under severe threat.

"He was invited by the London Olympic Security Organisation to come and share security perception," said Khanna.

Asked about Dikshit's demand for scaling down VIP security, he said the decisions on deployment of security personnel are taken by Ministry of Home Affairs after detailed exercise.

"I as Lt Governor do not decide on the issue. It has to be decided by Ministry of Home Affairs. The deployment is always under constant review," he said.

Today, Khanna held a high-level meeting with top brass of Delhi Police and later ordered suspension of two Assistant Commissioners of Police while seeking explanations from two other DCPs on why the incident of gang-rape of the 23-year-old could not be prevented.
