Vikas Yatra: Narendra Modi’s juggernaut rolls out today

Ahmedabad On Tuesday, Becharaji will receive Chief Minister Narendra Modi with a sense of deja vu. It was here on September 9, 2002, that Modi had made the controversial remark of “Ame paanch, amaara pachees” (we 5 our 25), apparently referring to Muslims. He was then speaking on the second day of the Gaurav Yatra (procession of pride) taken out a few months after the Godhra carnage and the riots that followed.

Tuesday, he launches the Vivekananda Yuva Vikas yatra from this pilgrimage town in Mehsana district. The yatra will end at Sanand, home to Tata Motors’ Nano car, by evening.

The paanch-ka-pachees remark landed Modi in a bit of trouble with the National Commission for Minorities (NCM) calling for the exact text of his speech. The state intelligence branch headed by retired DGP R B Sreekumar in 2002 had prepared a report with a remark that the speeches were inflammatory and hurt the feelings of the minority community and sent it to the NCM on September 13, 2002. Four days later, Sreekumar was transferred out of the intelligence branch.

In March 2010, the Supreme Court-appointed SIT, in its marathon session questioning Modi while investigating charges made by Zakia Jafri against the CM Modi and 61 others, had reproduced the text of his Becharaji speech of 2002 and asked Modi if he was referring to Muslims.

Modi had told the investigators his speech did not refer to any particular religion or community. “This was a political speech in which I tried to point out the increasing population of India,” Modi had told SIT, adding that his speech had been distorted by “interested elements”. He had also said that “no riots or tension took place after my election speech”.

Even the SIT, at one point, was divided on the implications of this speech. DIG A K Malhotra, who carried out preliminary investigations on Jafri’s complaint, noted, “The explanation given by Modi is unconvincing and it definitely hinted at the growing minority population.”

However, SIT chief R K Raghavan, in his final report in April this year, cleared Modi and said, “No criminality has come on record in aspect of the allegation.”

Ten years later, Maruti Suzuki is setting up its third car plant at Hansalpur, less than two kms from Becharaji, known for the deity by the same name who is revered especially by eunuchs.

Modi’s yatra, on its first day, will cover Modhera, Kadi, Chanasma and end at Sanand. The month-long yatra is expected to cover 125 Assembly constituencies.

Thus, Gujarat's growth story as claimed by Modi is more a myth than reality. But it is also imperative that other states in the country make concerted efforts to secure higher and also inclusive growth, rather than getting enamoured with the Gujarat growth story. Also, for the people of Gujarat, it's time for introspection and putting right efforts in the direction of making Gujarat a truly "vibrant" state.

In 2010, Gujarat's share in total deposits of the scheduled commercial banks was 4.70%, as against 5.42%, 6.20%, 6.34% and 26.60% for Andhra Pradesh, Tamil Nadu, Karnataka and Maharashtra, respectively. During 2001-04, the rate of industrial growth for Gujarat was 3.95%, and during 2005-09, it was 12.65%. In isolation, this appears to be a phenomenal jump, but not so when compared to some other states. During these sub-periods, industrial growth for Orissa was 6.4% and 17.53%; for Chhattisgarh 8.10% and 13.3%; and for Uttarakhand 18.84% and 11.63%. Thus, the hitherto industrially backward states have far surpassed Gujarat

During 1995-2000 and 2001-10, Gujarat increased its annual rate of growth from 8.01% to 8.68%. But so is the case with other major states such as Andhra Pradesh, Haryana, Maharashtra, Punjab, Tamil Nadu and Uttar Pradesh. In fact, Gujarat was ranked second after Rajasthan (8.34%) in the first period and third after Uttarakhand (11.81%) and Haryana (8.95%) in the second period. What is remarkable, Bihar and Orissa, the two most backward and poverty-stricken states, have also shown growth pick up from 4.70% and 4.42% in the first period to 8.02% and 8.13% in the second period. Even smaller states like Sikkim and Arunachal Pradesh have registered growth of 11.01% and 8.96%, respectively.

For the last several years, Modi has been successful in projecting his "vibrant Gujarat" as a role model of economic growth and himself as ''Vikas Purush". Though one must give due credit to Modi for his effective skills in making projections, one must also critically analyse this "growth story of Gujarat" based on facts and figures. Regretfully, as one examines the facts since Modi came to power in Gujarat in 2001, the story appears to be hollow and, at times, contrary to what is being projected.
